This Risk Assessment (RA) has been prepared to identify,
evaluate, and control the risks associated with Working at Heights,
specifically covering falls from scaffolding, ladders, and rooftops within the
construction sector. The document establishes a structured framework of
preventive and protective control measures designed to eliminate or reduce the
risk of injury or fatality to all personnel and third parties affected by the
activities within scope.
This Risk Assessment has been prepared in accordance with the
requirements of ISO 45001:2018 (Occupational Health & Safety Management
Systems) and ISO 31000:2018 (Risk Management — Guidelines). It fulfils the
statutory duty of the employer and/or principal contractor to conduct a
suitable and sufficient risk assessment prior to the commencement of any work
at height activity, in accordance with the requirements of [LOCAL HSE AUTHORITY / REGULATORY BODY NAME — e.g. HSE
UK, OSHA USA, MOHRE UAE].
This document must be read in conjunction with the associated
Method Statement (MS), Permit to Work (PTW), and the Project HSE Plan. It is a
live document subject to review whenever site conditions, work methods, or
personnel change. All persons involved in, supervising, or managing the
activities described herein are required to be familiar with the contents of
this Risk Assessment before works commence.
2. SCOPE
This Risk Assessment covers the following activities,
personnel, and interfaces:
•
Erection, alteration, inspection, and dismantling of
tube-and-fitting and system scaffolding.
•
Work activities conducted from scaffold platforms,
including all construction trades operating at height.
•
Use of portable and fixed ladders for access, egress,
and short-duration work at height.
•
Rooftop works including installation, maintenance, and
inspection activities on flat, pitched, or fragile roof surfaces.
•
Use of Mobile Elevating Work Platforms (MEWPs),
including scissor lifts and boom lifts, for accessing elevated work positions.
•
Management of dropped object / falling material hazards
associated with all elevated work activities.
•
Working at height during or after adverse weather
conditions.
•
Work in proximity to overhead electricity distribution
or transmission lines.
•
All directly employed personnel, sub-contractors,
specialist trades, HSE personnel, visitors, and members of the public who may
be affected by the activities described.

Confined space entry at height (refer to separate

•
Crane and lifting operations at height (refer to
separate Lifting Plan and Lifting Risk Assessment).
•
Demolition works at height (refer to Demolition Method
Statement and associated RA).
•
Electrical installation works at height (refer to
